Why Was My WhatsApp Template Rejected? How to Fix It
By Neha
Your WhatsApp provider has set everything up, you submit your first order-update template, and Meta sends back one word: rejected. Or worse, it is approved, but as "marketing", and every message now costs several times what you planned.
This guide explains why a WhatsApp template is rejected, how Meta decides between marketing, utility and authentication, what each category costs in India as of October 2026, and how to write a template that passes the first time.
Short answer: Meta rejects WhatsApp templates for broken variables, a message that starts or ends with a variable, too many blanks for the length, duplicate wording, risky content, or the wrong category. Category also sets the price: in India, a marketing message costs about ₹0.86 and a utility or authentication message about ₹0.12, as of October 2026. Keep utility templates free of offers, and write every variable inside a complete sentence.
What is a WhatsApp message template?
A message template is a message written in advance and approved by Meta. You need one to start a conversation with a customer through the WhatsApp Business Platform, the paid service also called the API, usually run through a provider.
Templates do not apply to the free WhatsApp Business app. If you send messages by hand from the app on your phone, there is nothing to submit or approve. Our WhatsApp Business marketing guide explains when the free app is enough, which for most shops it is.
On the platform, a template has up to four parts, with limits set out in Meta's template components guide:
| Part | Limit | Notes |
|---|---|---|
| Header | 60 characters | Optional. At most one variable, no formatting marks |
| Body | 1,024 characters | Required. The main message |
| Footer | 60 characters | Optional. Plain text |
| Buttons | Up to 10 | Each label up to 25 characters |
Variables are the blanks filled in for each customer. They are written as numbers in double curly brackets, such as {{1}} for the name and {{2}} for the order number, or as lower-case names such as {{order_number}}.
Why does Meta reject WhatsApp templates?
Most rejections fall into three groups: variable mistakes, content that breaks Meta's policies, and a category that does not match the wording. Meta's template review guide lists them, and a review can take up to 24 hours.
Variable mistakes
- Broken brackets, such as
{1}or{{ 1 }. - Numbers out of order or missing, such as
{{1}},{{2}},{{4}}. - Special characters such as #, $ or % inside a variable.
- A message that starts or ends with a variable. "
{{1}}, your order has shipped" fails. "Hello{{1}}, your order has shipped." passes. - Too many variables for a short message. A template that is mostly blanks looks like it could carry anything.
Content problems
- Asking for sensitive details such as full card numbers, bank account numbers or national ID numbers.
- Threats, including threats of legal action or public shaming. This matters for payment reminders.
- Spam-like or scam-like wording.
- Body and footer wording identical to a template you already have.
Category problems
- The category you chose does not match what the message does. More on this below.
Our free WhatsApp template checker catches the mechanical ones before you submit: length limits, variable format and order, variables at the start or end or side by side, formatting in the header, too few fixed words, link shorteners, and selling words that will push a utility template into marketing. Meta still makes the final call.
Marketing, utility or authentication: what is the difference?
Meta sorts every template into one of three categories, and its template categorisation guide sets out the rules.
- Utility is a follow-up to something the customer did or asked for: an order confirmation, a delivery update, a refund notice, an appointment reminder or an account alert. It must be specific to that customer and contain no promotion at all.
- Marketing is everything that promotes or persuades: offers, new stock, festival greetings with a discount, "come back" messages and renewal nudges. Meta treats it as the default, so templates with unclear content also land here.
- Authentication sends a one-time code to verify a login or an action. It must use one of Meta's ready templates with a code button, and cannot contain links, media or emoji.
The rule that catches most small businesses is mixing. An order update that ends with "Use code DIWALI10 for 10% off your next order" is a marketing message, not a utility message with a bonus line. A generic greeting with only a name in it is treated as marketing too. So is a general "how did we do?" survey, unless it refers to a specific order or visit.
How does the category change what you pay?
Meta charges per delivered template, and the price depends on the category and the customer's country. Per-message pricing replaced the older conversation pricing on 1 July 2025, and Meta's pricing page publishes the current rate cards.
As of October 2026, Meta's INR rate card for messages to Indian numbers, effective 1 October 2026, reads:
| Category | Meta's price per delivered message | 1,000 messages |
|---|---|---|
| Marketing | ₹0.8631 | about ₹863 |
| Utility | ₹0.115 | about ₹115 |
| Authentication | ₹0.115 | about ₹115 |
A few things change the real bill:
- Your provider's fee. Most businesses use a provider, which adds its own charge on top of Meta's.
- The 24-hour window. When a customer messages you, a 24-hour customer service window opens. Normal replies inside it are free, and so are utility templates sent inside it.
- Click-to-WhatsApp ads. If a customer reaches you through a click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, a 72-hour window opens in which all messages are free.
- Volume tiers. Very high monthly volumes of utility and authentication messages get lower rates. Marketing does not.
- INR billing. Meta says eligible Indian businesses must move their WhatsApp accounts to rupee billing by 31 December 2026. Ask your provider whether this applies to you.
The difference adds up fast. A pharmacy in Nagpur sending 2,000 delivery updates a month pays Meta about ₹230 if they stay utility, and about ₹1,726 if one promotional line turns them into marketing.
Can Meta change my template's category after I choose it?
Yes. If Meta thinks a utility template is really marketing, it approves it as marketing. Templates already approved as utility can also be moved to marketing later if they start looking promotional. Your template stays approved, so messages keep sending, but at the higher price.
If you disagree, Meta lets you request a review of the category within 60 days from WhatsApp Manager. Businesses that repeatedly misuse the utility category can face warnings, sending limits and temporary suspension of utility templates.
The safer habit is to keep two separate templates for the same event: a utility one with only the facts, and a marketing one with the offer, sent only to customers who agreed to hear about offers.
How to write a WhatsApp template that gets approved
Write the template as a complete, specific message, then check it before you submit. This order works:
- Decide the category first. If any sentence sells, it is marketing. If it only reports on the customer's order, booking or payment, it can be utility.
- Start and end with fixed words. "Hello
{{1}}," at the start and a short closing line at the end. - Use enough fixed text. A rough guide is at least three fixed words for every variable.
- Number variables in order,
{{1}},{{2}},{{3}}, and never put two side by side. - Give realistic sample values when you submit, such as "Priya" and "ORD-2817". Reviewers judge the template with them.
- Keep the header plain: no emoji, no bold marks, one variable at most.
- Use your own website address in links and buttons, not a link shortener.
- Check it, then submit.
Here is a utility template for a home-bakery in Pune that would pass:
Hello {{1}}, your order {{2}} from Rasoi Bakes is ready for pickup today between {{3}}. Please show this message at the counter. Thank you!
And here is how not to write it:
{{1}} your cake is ready!! Order more this weekend and get 15% OFF 🎉
That one starts with a variable, mixes an offer into an update, and would be billed as marketing even if approved.
When is a template not the right tool?
Sometimes the cheapest message is not a template at all. If the customer has just written to you, reply inside the 24-hour window and no template is needed. If you only want people to start a chat with you, a WhatsApp link with your message pre-typed costs nothing. For a small shop using the free app, the WhatsApp message templates tool gives ready greeting, order and payment messages to save as quick replies.
If you also send SMS, remember that SMS templates go through a separate approval on the DLT portal with different rules. The DLT SMS template checker covers those. And if you want reviews after a delivery, our guide on sharing a Google review link on WhatsApp shows the wording.
Frequently asked questions
How long does Meta take to approve a WhatsApp template?
Meta says a review can take up to 24 hours, and many templates are decided much faster. If a template is rejected, you can edit it and resubmit, or appeal with sample values from WhatsApp Manager. Meta says appeals are also decided within 24 hours. Submitting a clean template the first time avoids most of the waiting.
Why did my utility template get approved as marketing?
Because Meta found promotional or persuasive content in it, or the message was too general to count as a specific update. Words like offer, discount, sale or shop now, or a button leading to your shop, are typical triggers. Remove the selling parts and resubmit as a new utility template, or request a category review within 60 days.
Are WhatsApp template messages free inside the 24-hour window?
Utility templates sent while a customer service window is open are free, and so are normal replies. Marketing and authentication templates are still charged inside the window. Messages sent during the 72-hour window that opens after a click-to-WhatsApp ad are free, whatever the category, as long as you replied within 24 hours.
Can I use emoji and bold text in a WhatsApp template?
In the body, yes, within reason. The header must be plain text without formatting marks, and authentication templates cannot contain emoji at all. Keep emoji to a few: Meta may cap how many a template can carry, and a message full of them reads like an advert.
What happens if customers block or report my template messages?
Meta tracks a quality rating for each template, based on feedback and read rates. Templates with a lot of negative feedback can be marked low quality and then paused, which stops them from sending. Message only customers who agreed to hear from you, keep messages relevant, and make it easy to opt out.
