How to Start an SEO Agency in India: A Practical Guide
By Neha
Starting an SEO agency in India means choosing a narrow set of clients, setting up as a business, pricing from your real hours, and having a proposal, contract and invoice ready before the first yes. You can begin alone from home with free tools and a laptop. The hard part is not the setup. It is getting the first five paying clients and keeping them.
This guide is the overview. Each step links to a detailed post, so you can read the one you need today and come back for the rest.
What does it take to start an SEO agency in India?
An SEO agency needs four things before it needs an office or a team: a clear offer, a legal and banking setup, a price you can defend, and a way to find clients. Most new agencies in India start as one person, often a freelancer who has decided to take on more clients and, later, hire help.
Here is the whole journey in order. The rest of this post takes each step in turn.
| Step | What you decide | Where to go deeper |
|---|---|---|
| 1. Offer | Which businesses you serve and which services you sell | This post |
| 2. Setup | Business structure, bank account, GST, Udyam | Official portals and your CA |
| 3. Pricing | Your floor price and your packages | How to price SEO services |
| 4. Clients | One trade, one city, one useful message | How to get SEO clients |
| 5. Paperwork | Proposal, contract, quotation, invoice | How to write an SEO proposal |
| 6. Delivery | Onboarding, monthly work, staying honest about results | SEO client onboarding |
None of this needs funding. The money you need at the start is mostly a few months of living costs while clients build up, because SEO retainers grow slowly and SEO itself takes months to show results.
Should you start as a freelancer or an agency?
Start as a freelancer who works like an agency: one person, but with written processes, a business name and proper paperwork. The label matters far less than how you operate.
The practical difference between the two is capacity and trust. A freelancer sells their own time and skill. An agency sells a process that keeps running when one person is sick, on leave or busy with another client. Business owners in India often prefer an agency name on the invoice because it feels more permanent, but they hire whoever explains their problem clearly and shows up on time.
| Freelancer | Small agency | |
|---|---|---|
| Who does the work | You | You plus one or more people |
| What the client buys | Your time and judgement | A process and a team |
| Fixed costs | Very low | Salaries, tools, maybe an office |
| Risk if you fall ill | Work stops | Someone else covers |
| Typical first step | Take 3 to 5 clients alone | Hire once you are turning work away |
A sensible path is to run alone until your calendar is full, write down every repeatable task as a checklist while you do it, and only then hire. The checklists become the agency. Hiring before you have them means paying someone to watch you work.
How do you choose a niche and the services to sell?
Pick one kind of business in one area and a short menu of three services you can deliver well. "SEO for everyone" is the most common reason new agencies stall, because every pitch has to start from zero.
A niche can be a trade (dentists, coaching centres, interior designers), a place (businesses in Whitefield or Kothrud), or both. Good first niches have customers who search before buying, each customer is worth a lot to the business, and the owner makes decisions quickly. If you pick coaching institutes, our SEO playbook for coaching centres covers what that trade needs, including the rules on advertising results.
Keep the first service menu short and concrete:
- A one-time audit and fix plan. You check the website and the Google listing and hand over a prioritised list. It is the easiest thing to sell and it leads naturally to monthly work.
- Local SEO setup. Google Business Profile, a reviews routine, directory listings and the basic website fixes from the audit.
- A monthly retainer. Ongoing on-page work, new service pages, listing updates and a monthly check-in.
Leave out what you cannot do well yet, such as link building or large ecommerce migrations. Saying "we do not do that, but here is who does" earns more trust than a long list of services you will struggle to deliver. Upgrowly's free website audit reads up to 25 pages of a site and lists the problems in plain words, which is a quick way to see what a typical business in your chosen niche gets wrong.
What do you need to register before taking clients?
Most one-person agencies start as a sole proprietorship with a separate bank account, then add GST and Udyam registration when they apply. This section explains the general steps only. It is not tax or legal advice, so confirm every point with a chartered accountant (CA) before you act.
- Business structure. A sole proprietorship is simply you trading under a business name. A partnership, LLP or private limited company involves more paperwork and annual filings. Ask a CA which suits you, especially if you plan to take a partner or hire soon.
- A separate current account. Keep client payments away from your personal savings. It makes your accounts, your tax return and any GST filing far simpler.
- GST registration. Under Section 22 of the CGST Act, a supplier must register once aggregate turnover in a financial year exceeds ₹20 lakh, or ₹10 lakh in special category states. Section 24 of the same Act lists cases where registration is needed whatever the turnover, including inter-state supplies, and later notifications have changed how some of these apply. If you will serve clients in other states or abroad, ask your CA early. Registration itself is done on the GST portal.
- Udyam registration. Udyam is the government's registration for micro, small and medium enterprises. The official Udyam portal says it is free and Aadhaar-based, and warns that no private agency is authorised to do it for a fee. Registered micro and small enterprises can use the MSME Samadhaan portal for delayed payment complaints, which our SEO retainer contract guide explains.
Once you are registered, every bill needs the right fields. Our GST invoice format guide lists them, and the free GST invoice and quotation maker does the tax split and the total in words.
How should you price your first SEO packages?
Work out the lowest monthly fee you can afford to accept, then build every quote from the hours the work will take. Guessing a number on WhatsApp is how new agencies end up with clients they lose money on.
The logic has three parts:
- Your floor. Add up what you need each month (living costs, tools, savings, tax set aside) and divide by the hours you can actually bill. Not every working hour is billable; selling, admin and learning take a real share.
- Hours per client. Estimate the hours a client needs in a typical month: on-page fixes, content, listing work, a call, the monthly summary.
- Price = hours × your hourly floor, rounded up, plus a margin for the surprises every client brings.
For example, if your floor works out to ₹600 an hour and a local client needs about 12 hours a month, that retainer cannot sensibly go below ₹7,200. These figures only illustrate the method; they are not a market rate. Our guide on how to price SEO services goes through it step by step, and SEO cost in India shows how clients see those prices.
The free SEO price calculator does the arithmetic for you: describe the business, the website size, the competition and your services, and it suggests a monthly retainer and an audit price with the hours behind each figure, so you can explain the number when a client pushes back.
How do you find your first five clients?
Pick 30 businesses in your niche, find a real problem on each website, and send ten short messages that are about them, not about you. This works better than posting on social media and waiting, because it starts with something the owner can check on their own phone.
A first message that gets replies fits on one phone screen. Use this as a template:
[Name], I was looking at [trade] businesses in [area] and noticed that [one specific problem, in plain words]. That usually means [what it costs them, without exaggeration]. I have written down three simple fixes on one page. Shall I send it? I am [your name] from [agency name]; we help [trade] businesses here get found on Google.
Never promise rankings or "page one in 30 days". Owners who have been burned before stop reading at that line, and nobody can honestly guarantee what Google will do.
The prospect finder takes a list of local businesses and shows whose website is losing them the most customers, with a ready pitch for each. The full week-by-week method, including follow-ups, walk-ins and referrals, is in how to get SEO clients.
What paperwork should be ready before your first yes?
Have five documents ready as templates so you can respond within a day when someone says "send me something". Speed at this point wins more work than any pitch.
| Document | What it does | Free tool |
|---|---|---|
| Proposal | Shows what you found, what you will do and what it costs | SEO proposal generator |
| Quotation | A numbered price with GST worked out, before work starts | Quotation maker |
| Contract | Scope, fees, notice period, no-guarantee clause, ownership | SEO service agreement generator |
| Onboarding questionnaire | The questions and logins you need on day one | Client onboarding questionnaire |
| Invoice | A correct bill, with GST if you are registered | GST invoice maker |
The contract matters most. It should say what you will do each month, when you are paid, that rankings are not guaranteed, and how either side can stop. Our SEO retainer contract guide covers each clause, and how to write an SEO proposal explains what goes in each section of the proposal. After signing, the first 30 days decide whether a client stays for a year; the SEO client onboarding checklist lays out that month day by day, from getting access safely to the first quick wins.
What tools does a new SEO agency need?
A new agency needs Google's free tools, a site checker, and one paid tool for the thing clients actually pay for. Buying an expensive suite on day one, before you have clients to bill it to, is a common way to burn savings.
- Free from Google: Search Console, Analytics and PageSpeed Insights cover most of what a local client needs measured.
- Free from Upgrowly: audits, on-page checkers, schema generators and the business tools in the table above cover a lot of the day-to-day work.
- A research suite, if you sell rankings: Ahrefs, Semrush and similar tools have keyword volumes, backlink data and rank tracking for any site. Upgrowly does not have a backlink index, keyword volumes or a rank tracker for sites you do not manage, so if your service depends on those, budget for one of them.
- Client reports: a monthly summary the owner can follow is what keeps retainers going. Upgrowly's paid plans add white-label client reports with your logo, starting with Starter at ₹499 a month for 10 reports; see how to create an SEO report clients can understand for what to put in one.
Our guide to the best SEO tools for freelancers compares the paid options and suggests tool stacks by budget.
When should you hire your first person?
Hire when you are regularly turning away work or missing deadlines, and when you have written checklists someone else can follow. Hiring because the business "should look bigger" adds a salary before it adds income.
A simple capacity check helps. Count the hours each client takes in a month and compare it with the hours you can work on clients, after selling and admin. For example, if you have about 100 client hours a month and each client takes 12, you are full at around eight clients. That number is an illustration; yours depends on your niche and services.
Good first hires are usually part-time or freelance: a content writer, or a junior who handles listing updates and on-page fixes from your checklists. Keep the client relationship, the strategy and the monthly call with you until the process is proven. Pay on time, put the arrangement in writing, and make sure the work belongs to your business, not to whoever did it.
A 30-day launch checklist
Use this to go from idea to first paid client in about a month.
| Week | What to do |
|---|---|
| Week 1 | Choose one niche and three services. Pick a business name and find domain ideas with the domain name generator. Open a separate bank account. Book a call with a CA about GST and structure. |
| Week 2 | Work out your floor price and two or three packages. Prepare your proposal, quotation, contract and onboarding templates. Set up your own Google Business Profile and a one-page website. |
| Week 3 | Build a list of 30 businesses in your niche, check their websites and send ten specific messages. |
| Week 4 | Follow up once, visit two or three in person, and offer a paid audit as a small first step to anyone who replies. |
Frequently asked questions
How much money do you need to start SEO agency in India?
Very little for the business itself: a laptop, an internet connection, a domain and free tools are enough to begin. The real cost is your living expenses while clients build up, since retainers start slowly. Work out a few months of personal costs before you leave a job.
Do I need GST registration to start an SEO agency?
Not always. Under Section 22 of the CGST Act, registration becomes compulsory once turnover passes ₹20 lakh in a year, or ₹10 lakh in special category states, but some situations need registration whatever the turnover. Ask a CA about your case, especially if you will bill clients in other states or abroad.
Can I start an SEO agency without experience?
You can, but start small. Do one or two jobs at a low fee for businesses you know, on the condition that you can publish what changed, and learn on those before you sign retainers. Real results from a local business persuade the next client far more than any certificate.
Is Udyam registration necessary for an SEO agency?
It is not required to start trading, but it is free on the official Udyam portal and lets micro and small enterprises use routes such as MSME Samadhaan for delayed payments. Do it yourself on the government site; the portal warns against paying private agents.
Should a new SEO agency guarantee rankings?
No. Nobody controls Google's results, and a guarantee is the mark of the worst operators. Promise the work you will do, explain how you will measure progress, and put a no-guarantee clause in your contract.
